📌 Quick answer (checked 13 October 2026): NNPC Retail is taking ₦66 off every litre of petrol at its stations nationwide until 31 October 2026, but only when you pay through the NNPC Fuel App. With the pump price at about ₦1,355 in Lagos, that brings a litre down to about ₦1,289. The discount started on 1 October for Nigeria’s 66th Independence anniversary and was meant to end on 7 October; NNPC extended it, and the Federal Government has backed it as a 30-day relief that gives priority to public transport operators. NNPC and the Finance Minister both say it is not a return of fuel subsidy: it comes out of NNPC Retail’s own profit margin. It does not apply at other filling stations.

How to Get the ₦66 Discount
- Download the NNPC Fuel App from the Google Play Store or Apple App Store. Check that the developer is NNPC before you install, and never enter your bank details in an app or link someone sends you on WhatsApp.
- Register before you go to the station. Signing up in the queue with weak network is the fastest way to miss out. Set up your account and payment method at home.
- Find an NNPC Retail station. The app has a station locator. Independent marketers, other brands and stations that only sell NNPC-supplied fuel are not part of the offer.
- Pay through the app. The ₦66 comes off the station’s pump price at the time you buy, and the app shows the final amount before you confirm. If you pay with cash, a card at the pump or a bank transfer outside the app, you pay the normal pump price.
- Check your receipt. Confirm the litres dispensed and the discounted amount before you drive off. If the discount was not applied, raise it with the station manager immediately and keep your receipt.
- Buy by 31 October 2026. That is the current end date announced by NNPC.
Commercial drivers and fleet operators: the Federal Government says public transporters get priority under the 30-day relief. Register on the app as early as possible, and ask your union or fleet manager whether any special arrangement has been made for your route or park.

NNPC Retail pump prices as reported on 10 October 2026; the discounted price is the pump price minus ₦66. Katsina was not included in the list. Prices differ between stations and can change at any time (a later check put some Abuja stations at ₦1,405), so the app’s final amount is what counts. For the latest checks, see the NaijaSabi petrol price index.
Cheapest and dearest: Lagos and Rivers have the lowest NNPC pump price (₦1,355, or ₦1,289 with the app). Yobe has the highest (₦1,435, or ₦1,369 with the app). The ₦80 gap between them mostly reflects the cost of moving fuel from the coast to the far north.
How Much the Discount Saves You
The discount is the same ₦66 on every litre, whatever the pump price, so what you save depends only on how much you buy:
| You buy | You save | Typical buyer |
|---|---|---|
| 10 litres | ₦660 | Okada or keke top-up, small generator |
| 20 litres | ₦1,320 | A small car’s weekly fill |
| 30 litres | ₦1,980 | A full tank in many saloon cars |
| 50 litres | ₦3,300 | A full tank in an SUV or bus |
| 40 litres a day, 20 days a month | About ₦52,800 a month | Commercial bus or taxi driver |
| 25 litres a day, 26 days a month | About ₦42,900 a month | Ride-hailing or keke operator |
For a household that runs a generator, the savings add up too: buying 10 litres every other day from now to 31 October (about nine purchases) saves about ₦6,000. You can only get the discount at an NNPC Retail station, and some stations restrict sales into jerrycans, so ask about the station’s rules first.
Two Different Things: NNPC’s Discount and the Government’s ₦1,350 Ceiling
The announcements came close together and are easy to mix up.
- NNPC’s ₦66 discount is a promotion by NNPC Retail. It began on 1 October for the Independence anniversary and was due to end on 7 October. On 9 October NNPC’s chief corporate communications officer, Andy Odeh, said it would continue until 31 October at NNPC Retail stations nationwide. He called it “a customer relief initiative” that “does not represent the reintroduction of petroleum subsidy” and said it “does not establish a uniform national pump price”.
- The Federal Government’s 30-day relief was announced on Thursday 8 October by Taiwo Oyedele, the Minister of Finance and Coordinating Minister of the Economy. He said petrol sold by NNPC would be discounted for 30 days “in the first instance”, with priority for public transporters, and described it as “not a subsidy, government is just saying we sell to you at cost”.
- The ₦1,350 ceiling is a separate plan: the government says it is negotiating a ceiling of ₦1,350 a litre on the cost of petrol at the depot (the ex-gantry or landing cost), not the pump price. “Pump prices should not have to follow every swing in global crude or the exchange rate,” Oyedele said. When costs go above the ceiling, refiners and importers would absorb the difference and recover it later when prices ease, and the figures would be reviewed and published every month.
Is This a Return of Fuel Subsidy?
NNPC and the government both say no.
According to the Finance Minister, NNPC Retail buys petrol from the Dangote refinery and other suppliers at market prices and adds a retail margin of less than 5% of the pump price. The discount comes out of that margin, so “the cost of the discount is borne by the retailer alone”, with no public money involved. A subsidy, he said, would mean selling government-owned crude below market price and paying the gap from public revenue. He also argued that because petrol in neighbouring countries already costs 20% to 40% more than in Nigeria, a discount this size is unlikely to make smuggling much worse.
Critics are not convinced. Former Vice-President Atiku Abubakar called the discount politically motivated and asked what motorists will pay once it ends. Others worry that a smaller margin means lower profits for NNPC Limited and lower dividends for the Federation Account; Oyedele’s answer is that higher sales volumes and customer loyalty could make up for the thinner margin per litre.
What Happens After 31 October?
Nobody has said yet. NNPC has extended the discount once already, from 7 to 31 October, and the Federal Government described its relief as 30 days “in the first instance”, which leaves room for another extension. If it ends, NNPC Retail prices go back to the pump price in the table above, unless the pump price itself changes in the meantime.
The bigger change could be the ₦1,350 depot-price ceiling. If it is agreed and works as described, pump prices should move less sharply when crude oil prices or the naira change. Until it is in place, petrol prices will keep following world oil prices and the exchange rate, as they have done since subsidy was removed.
Ways to Spend Less on Petrol This Month
- Use the app every time you buy at NNPC. The discount is automatic only when you pay through the app.
- Compare stations near you. NNPC is not always the cheapest; some independent stations price close to or below NNPC’s pump price. Our fuel price guide tracks prices by state.
- Drive smoothly. Hard acceleration, idling in traffic with the engine running and an under-inflated tyre all burn more fuel.
- Service your car. A dirty air filter or a faulty sensor can quietly raise fuel use.
- If you drive a lot, look at CNG. Gas costs well under half as much per kilometre; see whether converting to CNG makes sense for you.
Why Prices Are High Now
NNPC says the discount is relief at a time of high world crude oil prices. Petrol in Nigeria is no longer subsidised, so pump prices follow the cost of crude oil and the naira exchange rate. NNPC Retail buys from the Dangote refinery and other suppliers at market prices, so when crude rises, so does what you pay, which is exactly the swing the proposed ₦1,350 ceiling is meant to smooth out.
