📌 Quick Summary: Part-time graduates, including NOUN graduates, are not mobilised for NYSC service. They register on the NYSC portal and print an exclusion letter online instead. NYSC’s certification page says both Nigerian-trained and foreign-trained graduates excluded from service print their letters online, and that the Scheme no longer issues Temporary Letters of Exclusion. NOUN’s own published steps, which are dated January 2022, say to confirm your name on the Senate list, register under “Fresh Registration”, select “Part-Time” so you can ignore the JAMB Regularization Number, pay, and then print from your dashboard. NOUN said payment is usually under ₦3,000, excluding cybercafé charges. This is a different document from the exemption certificate. Checked on 10 October 2026.
Many NOUN and other part-time graduates ask the same questions after graduation: do I go to camp, what do I get instead, and how do I get it? NYSC and NOUN each publish part of the answer, and many blogs add details neither of them states. This guide puts together what NYSC’s pages and NOUN’s own procedure say, and marks what is unconfirmed. Our guide to the NYSC exemption certificate covers the other document graduates often confuse this with.
Exclusion Letter vs Exemption Certificate
These are two different documents for two different groups of graduates.
| Exemption certificate | Exclusion letter | |
| Who it is for | Full-time graduates who are excluded by law: over 30 at graduation, more than nine months in the Armed Forces or Police, security and intelligence staff, or holders of a National Honour | Part-time graduates, according to NYSC’s registration and certification pages |
| How you get it | Home-trained graduates collect the certificate at their institution; foreign-trained graduates collect at NYSC headquarters in Abuja | Register on the NYSC portal and print the letter online |
| Lost copy | NYSC does not reprint it; it issues a Letter of Confirmation | NYSC’s certification page says it issues letters of confirmation in lieu of lost exclusion letters |
NYSC’s registration requirements page states that part-time graduates should register online and print an exclusion letter online. Its certification page describes the same arrangement: all part-time graduates, like their full-time counterparts, are expected to register with the Scheme online so that they can print their Letter of Exclusion online.
Who Gets an Exclusion Letter?
NYSC’s pages say “part-time graduates” but do not define the term. NOUN is an open and distance learning university, and NOUN itself publishes a procedure telling its graduates how to register for the exclusion letter, so NOUN graduates are covered. For other programmes, such as evening, sandwich or distance programmes at other schools, several guides say they are treated as part-time. NYSC’s pages that we read do not list those programmes, so if your programme is not NOUN’s, confirm with your institution or the NYSC Certification Division before you start.
How NOUN Graduates Register for the Exclusion Letter
These steps follow NOUN’s own “NYSC Exclusion Letter Registration Procedure”:
- Go to the NYSC portal at portal.nysc.org.ng.
- Scroll to the bottom of the page and click “Check Senate List or its equivalents” to confirm your details are there.
- Return to the homepage and click “Mobilization Batch”.
- Click “Fresh Registration”, which takes you to the page for initiating account creation.
- Fill in the required details and click Continue.
- Verify your email address by clicking the link NYSC sends, then continue with your account creation and registration.
- Fill in the remaining details. NOUN’s instruction is to select “Part-Time”, which means you can ignore the JAMB Regularization Number, then click Submit and Continue.
- You are redirected to the payment page. Choose your preferred payment option and pay.
- Check your dashboard to see whether the letter is available for immediate printing. If not, check again after some days.
Two practical notes from NYSC’s registration requirements page. The registration site addresses it lists are www.nysc.gov.ng, nysc.org.ng and portal.nysc.org.ng, and you need a working email address and a Nigerian phone number. Locally trained graduates must use the correct matriculation number, and only graduates whose names are on the Senate or Academic Board list that their institution submitted get access to register. NYSC also says not to register by proxy, and that anyone presenting a fake document will be demobilised and handed to law enforcement.
How Much Does It Cost?
NOUN’s procedure says payment is usually less than ₦3,000, excluding cybercafé charges. That page is dated January 2022, so treat the figure as a guide, not a quote. NYSC’s registration page lists a payment of ₦2,786.24, but it describes that payment as the one for receiving your call-up number by SMS and printing your call-up letter online, so we cannot say it is the exclusion letter fee. Some blogs quote ₦3,000 to ₦4,000, but none of them is an official source. The payment page on the portal shows what you are charged when you register.
How Long Does It Take?
NOUN’s procedure says to check your dashboard to see whether the letter is available for immediate printing, or to check again after some days. It gives no fixed timeline. Blogs mention a few days to a few weeks, but that is not from NYSC or NOUN. If your letter is not on the dashboard, check whether your name is on the Senate list your institution submitted, because NYSC says only graduates on that list can register.
Temporary Letters Are No Longer Issued
NYSC’s certification page states that the Scheme no longer issues a Temporary Letter of Exclusion, because it has worked to make sure original letters are issued promptly through its online platform. If someone offers you a “temporary letter” for a fee, that does not match what NYSC says it issues.
Lost Letters and Corrections
NYSC’s Certification Division lists among its functions the processing of omission and correction cases for certificates of exemption and letters of exclusion, and the issue of letters of confirmation in place of lost certificates of exemption or letters of exclusion. The pages we read publish a document checklist for exemption certificates (a letter of request, police report, court affidavit and so on) but not an equivalent checklist for exclusion letters, so ask NYSC what applies to yours. NYSC’s published contact email is info@nysc.gov.ng.
What We Could Not Confirm
- Whether NOUN’s 2022 steps are unchanged. The wording on the NYSC portal may have changed since then.
- The exact fee for an exclusion letter today.
- A processing time.
- Whether other programmes qualify. NYSC’s pages do not list which part-time, distance or sandwich programmes count.
- How employers and schools treat the letter. Blogs make strong claims, but NYSC’s pages do not compare the exclusion letter with a discharge certificate. If a particular employer or school asks for a specific document, ask them directly.
Contacting NOUN
NOUN’s pages list the NOUN Information Call Centre on +234 908 290 7092, the email centralinfo@noun.edu.ng, and the Student Support Services ticketing platform at support.nou.edu.ng. For questions about NOUN’s fees and how to apply for admission, see our NOUN school fees guide.
